Wanting to move to the latest production release of ROOT, which has been fully tested and run through valgrind.  This version has some bug fixes for XROOTD, which is absolutely necessary.  5.16.00 and 5.18.00 both had bugs in xrootd that we cannot live with.

PyRoot has been updated for windows, so that the libPyRoot.pyd file is automatically generated during compilation. 

Meaning of icons:

(smile) - For regular GLAST CMT packages, indicates that the package compiles with the new ROOT, and that any test programs execute properly; the meaning of other check marks depends on what the component is.
