Wanting to move to the latest production release of ROOT, which has been fully tested and run through valgrind.  This version has some bug fixes for XROOTD, which is absolutely necessary.  5.16.00 and 5.18.00 both had bugs in xrootd that we cannot live with.

PyRoot has been updated for windows, so that the libPyRoot.pyd file is automatically generated during compilation.

or can be obtained through ROOT's Subversion repository.  Please note that if building on rh9_gcc32, the xrootd Module.mk file require one slight modification on line 186, to add:
