Cut top off South Equipment platform/vestibule wall

Add new South Equipment platform/vestibule wall 1' offset from north elevator face (wall for personnel exclusion, EMP shielding, not structural)
Need to ask LLNL about portable HEPA:

Why are we working on these delay boxes? They are not needed for FES scope and this layout doesn't work for DMPL.
Need to get rid of old yellow box AMICA stay clear models. Using DSG*39856 as baseline FES HELP model.
