Verified Ni fault occurred simulating 500eV:

Moved mirrors to B4C strip and verified, the Ni fault could clear and B4C also could clear

Adjusted eV to 14000, no fault, then to 14001 and produced the B4C fault:

Arbiter was not properly set up to simulate eV easily. Made some changes to do that.
