Sometimes a host may have radically different connectivity compared to another host in the same country.
Chile
ppc.papnet.cl is a typical host in Chile seen from SLAC. The RTT is between 200 and 300ms. 
speed.fullltechno.net is another hoist in Chile with RTTs often extending to over 1000 ms when congested. It also ses much higher packet loss. As a result nit was disabled and we no longer monitor.
Kazakhstan
www.kazrena.kz is a typical host in Kazakhstan with low loss (<1 %) and a consistent 600ms RTT.
eng.kstu.kz on teh other hand has a lower minimum RTT suggesting it is not uising a geostationary satellite, however its Rtts are very vraiable, and the losses not shown here, are 8+-2 %
