Below, a bunch of 31 hour windows, offset by 2 day steps from each other, 32 bins. The "extra" bins during the outage appear to be the 2 preceding the bin that is most often the peak bin. Siskind told us to expect a maximum wrong position/c of 0.45 ms, and 0.45/33 is 0.014 in phase. If we're populating a bin or two away from nominal, it means we're seeing twice what Eric predicted. Vela, with 3x the period and a slightly broader peak, doesn't show it by eye.
