Trouble in SCons determining when it's appropriate to rebuild.  In some contexts, everything is rebuilt, which is a reported bug in SCons.  Addressing the issue does not seem high on their priority list.

There is also an issue when using SCons interactively (which one might desire to do to avoid lengthy initialization time), where an update to the original copy of the source is not detected - so no rebuild is performed.  It seems on windows, SCons only pays attention to its local copy of the source.  Joanne gets around this by copying over her updates to source, into the SCons version.

Cannot bring up Visual Studio from GoGui at the moment, but this can be worked around until it's fixed.

Should we consider Visual Studio 2010?  Tom offered to try out a SCons ST build on his laptop to see what issues cropped up.

Dropping Visual Studio 2003 would help simplify things.  In fact moving whole hog to Visual Studio 2008 (if not 2010) may eliminate some of the ongoing problems.
To that end, we need to get Gaudi set up quickly so others may use it.
