Likelihood analysis for the science tools checkout

The tools in this area are gtlikelihood, gtcntsmap, gtdiffresp, gtexpmap, gtlivetimecube, gtpsf, gtsrcmaps, and gttsmap. Most of the tools are essentially helper applications for gtlikelihood. The utility viewCuts is also available for examining the DSS keywords in a FITS file.

    there should be no hidden environment variables e.g. LIKELIHOODROOT
    These data (background etc) should either come from the CALDB or a
    local file.

    If this environment variable is not set Likelihood should at least put
    out a warning but most probably should stop since the model is not defined.
    It should NEVER continue on silently as it currently does.

    The parameter file should not include

    (evtable = EVENTS) Event data extension
    or
    (sctable = Ext1) Spacecraft data extension
    but should be input as for the cntsmap
