On May 14th 2019, Thousand Eyes reported that China Telecom suffered a major outage for several hours starting at 12:30 PM PDT on May 13th (this corresponds to 7:30pm UTC). See the report Internet Outage Reveals Reach of China's Connectivity.

Then between 20:00 and 21:00 UTC it drops precipitously to 115 and climbs back up to 142 by the hour of 01:00-02:00 UTC.

Traceroutes to all the non-impacted hosts are here. Traceroutes to all the impacted hosts (run on 5/16/2019) are here. The first 11 impacted hosts recovered in the hour of 21:00 - 22:00 2019 UTC. The traceroutes get to chinanet-backbone-as4134 between hops 9 and 11. After that note that the addresses for the next 5 hops are in the ranges 202.97.0.0 thru 202.97.63.255 and 207.97.80.0 thru 202.97.95.255. These belong to the Chinanet Backbone network of China Telecom (see https://mxtoolbox.com/SuperTool.aspx?action=arin%3a202.97.62.5&run=toolpage). After that they transition to the province networks, e.g. 58.52.239.130 Beijing Hubei province, 58.208.76.50 Jiangsu province etc.
