Dear Dr. Cottrell,
My name is Christopher Groskopf and I'm a reporter at Quartz—the business publication of the Atlantic. I'm currently researching for a series we're going to be running later this year about the physical infrastructure of the internet. I'm interested in using PingER data to look at the uneven development of connectivity between different parts of the world.
Since this is very early in the planning for this series, I'm hoping to do some exploratory analysis of this data and "see what i can see." Would the IEPM be willing to share the PingER data in bulk? It appears I could scrape the data I need as TSVs from here <http://www-wanmon.slac.stanford.edu/cgi-wrap/pingtable.pl> , but I'd much rather get it all in one go if that's something that's possible.
I'd also love to chat with you about your own work in this area. I saw you wrote in Spectrum <http://spectrum.ieee.org/telecom/internet/how-bad-is-africas-internet> a few years ago about African connectivity. I'd be very interested in hearing your thoughts about how that has developed in the years since and any other interesting developments you've observed in the time you've been monitoring the web.
