See the report from Netblocks November 15th, 2019 where it says Network data from the NetBlocks internet observatory confirm disruptions with multiple fixed-line and mobile providers in Iran, amid protests against rising fuel prices. The outages have partial (update: now near-total, see below) impact at the time of writing affecting multiple cities including Tehran.
Looking at the PingER daily Unreachability (I.e. all up to 30 pings sent each 30 minutes do not respond, see here for more details) metric for the Iran target host we see below:
Notes:
- The measurements are all from the monitor at SLAC identified as EDU.SLC.STANFORD.PINGER.
- The targets (or Remote-sites) are all in Iran (they all identified by their nickname which begins with the TLD for Iran (IR.)
- IR.ASBS.AC.N1 has not been reachable since we started monitoring it in July 2019, so it can be ignored.

The host to the East of Tehran is the Saha Data Transmission Company. It had a mis-typed latitufe longitude in the PingER database. It is actually in Tehran.
