REG-L1-DEV subnet

The "DEV" subnet is defined as IFZLITE at the SLAC border. The effect of this is to allow only outbound TCP connections, but not UDP or ICMP (ping). Also, the machines in this subnet cannot be accessed directly from outside the SLAC border. This is more restrictive than the standard desktop "PUB" situation. The standard port restriction rules are applied between this and other subnets, as they are between other pairs of subnets in the wider SLAC network.
