First set up CVS access on windows as described in Using Glast CVS on Windows. Now set up CVS access in Netbeans in the normal way, but on the CVS setup dialog choose "Use command-line CVS client" and under "Remote Shell" enter the full path to TortoisePlink.exe in the TortoiseCVS directory (C:\Program Files\TortoiseCVS).
