MicroIOC for PEP-II BIC GPIB support

We are in the process of replacing a 7-slot VME crate, plus MV177 controller, plus GPIB IP carrier card with a dedicated Micro IOC from Cosylab. This dedicated device can also switch the GPIB device on and off with internal switchable power. The PEP-II Bunch Injection Controller (BIC) will be the beneficiary of this first implementation.

When this works, we will look as well at replacing the DOS-PC supported knob boxes with a microIOC which has RS485 support instead of GPIB.
