Hdf5 Translator
- Add configuration parameter unknown_src_ok. Setting to 1 means the translator will not stop when an unknown source is listed in the src_filter option (PSAS-114).
- Add data/monitoring_translation.cfg file for data management system and for users to use as a starting point.
- report more timing with fast index. Improve fast index performance by reading more blocks, where each block is smaller (usually don't need big block for a hit) (PSAS-118)
