Reason for change
We require to put AlarmsCfg-06-01-03 in production. It features a couple of minor changes in order to suppress warnings from a CAL channel with a known dead HE diode.
The detailed description of the changes is in the last section.
Test Procedure
We have processed monitoring products from real on-orbit data (LPA) locally with this version of AlarmsCfg.
Rollback procedure
The package can be rolled back to the previous version by flipping a soft link. Also note that the package is completely independent from any other package running in the pipeline and will not cause a version change of L1Proc.

A couple of changes to suppress warnings from a CAL channel with a dead HE diode.
- Calorimeter channel 412 excluded from the RPp_RMS_TH1 alarm, y_average algorithm (it is known to have a dead HE diode and is already masked to several other alarms).
