Reason for change
The changes are limited to the data monitoring applications/configuration files (mainly the normalized rates).
A fairly complete description of the new features being implemented is in this pdf file.
Test Procedure
We have processed LPA runs in the DEV pipeline with this version of L1Proc.
The two runs we reprocessed in DEV are:
- 321750945: there's a dip in the normalized rates before cuts that the new longitude correction should be able to pick up and (partially) fix;
- 322146203: there's a prominent spike in the normalized diffuse rate that should also partially disappear with the new (improved) correction for the Earth's limb.

The 2 features were fixed by new new code. However, we acquire 2 new warnings for run 321750945. The new warnings come from the solar flare, so we don't really worry about them:

Rollback procedure
We can easily switch back to the previous version of L1Proc.
