What LLNL wants:
- Layer above what EPIC supports. Want to write value to multiple devices at once.
- At NIF setpoints can be created on-demand.
- Create a setpoint and tell devices to go to that value.
- Continuously monitor the state/value/parameters of the setpoint.
- Set the value and wait for the system to match that value.
- Does not necessarily need such a short window.
