Complete implementation of "Filter Stage"

Fix problems with "Tracker Axis" - primarily high E in thick section
- Use Cal Axis information?
Move creation of "TkrPoints" to this section, order by distance to Tracker Axis
Tracker axis included in output ntuple?
Provide a filter stage "go/no-go" for further reconstruction
- Tracker axis information for ntuple analysis?
