Complete implementation of "Filter Stage"

• Fix problems with "Tracker Axis" - primarily high E in thick section
  • Use Cal Axis information?
• Move creation of "TkrPoints" to this section, order by distance to Tracker Axis
• Tracker axis included in output ntuple?
• Provide a filter stage "go/no-go" for further reconstruction
  • Tracker axis information for ntuple analysis?
