Q0 C03-01 in D Slot: D0 D1 D2 → 11 10 9

Q3 C03-01 in D Slot: D0 D1 D2 → 11 10 9 (This Qfsp Qsfp gave some issues on D2. After couple of power cycles of the feb I was able to get the link established)
