Sync EPICS GUI switch with xml

Idea:

  1. Press "ReadConfig" button in GUI (sends ReadConfig to control server).
  2. Press UpdateConfig button in GUI (initializes the switches and other epics records based on the xml)

Would this be acceptable from operation standpoint? Step 2 is a little tricky and might need some tricky work on the DB...
