TOPIC: Phase Shifter Drive Level in-range check

There should be some application which periodically checks that the phase
shifters drive levels are within operating range. The result could be displayed in an SLC
CUD display (Patrick), or one of the EPICS displays for klsytron control
(Joe) or presumably in the EPICS Alarm Watcher (greg).
