We require to put AlarmsCfg-06-01-03 04 in production. It features a couple of minor changes in order to suppress warnings from a CAL channel with a known dead HE diode.

The package can be rolled back to the previous version by flipping a soft link. Also note that the package is completely independent from any other package running in the pipeline and will not cause a version change of L1Proc.

A couple of changes to suppress warnings from a CAL channel with a dead HE diode.
- Added exception for channel 824 on CalXAdcPedRMS_HEX1_TH1 and CalXAdcPedRMS_HEX1_TH1, algorithm y_values.
