2 - Proposal schedules (both DOE and the French one)

We R. Dupre will apply for a French grant (ANR JCJC) in order to get money for
the ECal project and develop the monitoring system and the various upgrades
planned for ECal. The dead line is January 17th, therefore, it will be
prepared in parallel with the DOE grant within the ECal group.
In particular, we need to develop strong cases to justify the various
expenses proposed for the ECal.
