Introduction

Digital Opportunity Index (DOI) is superseded by ICT Development Index (IDI) from 2007 onwards. We have data for DOI from 2004 to 2007, which is based on bi-annual basis. As for IDI we only have data for 2002, 2007 and 2008. Unfortunately scales of indexes don't match. The ITU website offers data for purchase. However if a purchase is not an option then we have other options:

  • Either we can keep both indexes or we can discard the DOI index.
  • We can look to find a correlation within both indexes to maintain DOI from 2004 to 2007 and IDI from 2007 onwards.
  • We can calculate DOI or IDI ourselves from constituent components. But this option has two problems: it is complex and we need data for constituent components which we do not have and the other concern is that this requires a lot of work and thus the question: is it worthwhile?

Meanwhile to find some sort of correlation we gathered values for DOI and IDI for the year 2007. We adjusted DOI to bring it to IDI's scale by taking product with value of 10. This was done as we noted the trend of scales for both the indexes:

  • DOI scales from 0.03 to 0.80
  • IDI scales from 0.82 to 7.50

This makes IDI scale roughly equivalent to DOI scale multiplied by 10. The scatter graph is below.
