Request to post Blind Search Paper on astro-ph

Dear Publication Board,

We request permission to post the Cat II paper Eight gamma-ray pulsars discovered in blind frequency searches of Fermi LAT data on astro-ph. It has been more than three months since we submitted it to ApJ and still have not heard from the referee. The last we heard (from the Editor), the referee was being unresponsive and we may have to start the whole process with a new referee.
Given that the paper went through a rigorous internal, and semi-external (with the PSC) review process, we feel that it is safe to post and this would make it easier to cite in the coming months, until we have a proper reference.
