For DTMs not installed in a COB, the switch manager software must be disabled.
To disable the Fulcrum switch manager
Execute fw_setenv nocm 1
Execute systemctl disable fmd
To reenable the Fulcrum switch manager
Execute fw_setenv nocm
Execute systemctl enable fmd
