Reason for change
New GCN notices don't appear in the Processing page as the Lat_Alert_Time is filled by the ASP tasks.
The code has been change to use the GRB_ID when the Alert time is not present.

This version has been tested on the DEV server.

Version 0.1.3 could be reinstalled
