Reason for change
This is the version needed for Pass8. The switchover is planned for Wednesday, June 24th.
Test Procedure
We have processed several LPA runs in the DEV pipeline with this version of L1Proc.

LCI runs don't work for now, but this can be fixed after the public release.
Rollback procedure
We can easily switch back to the previous version of L1Proc before the FSSC switches over to the new photon database (we probably have a few hours to rollback, if needed).

Details
Infrastructure change: rhel6-64 builds, new ISOC platform (rhel6-64), python 2.6, gcc4.4. Everything looks fine.
Compiling a new GR
Currently testing 20-10-02 Optimized rhel6-64. See LPATE-187 - New Glast Release 20-10-02 - RESOLVED
Updating ROOT
We will use v5.34.03-gr01.

- Updated ScienceTools and diffuse model.
- FastMon-05-03-02 (with a fix for GDQMQ-368).
- Rename 1-second FT2s.
- Export 1-second FT2s in L1Proc and flagFT2.
- Fix permissions problem with cleanupDl.
- Update GPLtools to use new netlogging destinations.
