find hosts that have had no data for the last n (say 3) months.

Use
HostSearcher.pl
(also see
https://confluence.slac.stanford.edu/display/IEPM/PingER+Host+Searcher
) to search for www (--webonly) hosts with the appropriate TLD in the requested TLD (--tld)
Looking at the HostSearcher.pl results find hosts in the right TLD (as identified by GeoIPTools in HostSearcher.pl) that are pingable
Manually inspect such hosts to choose the 2 most appropriate to add, i.e.
Does the minimum RTT look reasonable for the country
Does the www site respond (use Chrome to translate the foreign languages)
Where possible prefer Universities or sites of higher learning
Use
http://www.satsig.net/maps/lat-long-finder.htm
to find the Lat/long of the site
Choose sites in different cities if possible
