Adding and EMCOR

• Get and IP Address on the CA subnet, using the facility naming convention (e.g. cpu-li28-mg01  for lcls ).
• Get an EMCOR module from Thuy,Vu. This module should already be bench-test, however, if not please refer to the EMCOR Bench Test Manual and EMCOR Test Plan.
