How to update yaml configuration files in the IOC

There are two types of yaml configuration files used in the IOC.  The YAML Archictecture Configuration (YAC) is a set of text files that define all of the registers supported by the firmware. It is typically delievered by the hardware engineer as a gzipped tar file.

The YAML Defaults Configuration (TDC) is a single text file that sets the values of some registers.
