Timing fix: 

• If there is no cluster associated with the track, then there needs to be a separate way to get rid of the trigger jitter. This fixes that issue.
• Add items to the Vertex object.
• Need to run this over the V0 LCIO files. 

NEEDED: A steering file to run over the LCIO files with the extra driver.  Can run at SLAC, will be copied back to JLab and archived. Norman will do the running.

NEEDED: DST update. Matt will send an LCIO file and some instruction to Maurik.
