To install the monitoring application locally, the instructions Installing HPS Java Development should  should be followed, and specifically the whole trunk should be built by typing 'mvn -DskipTests' from the trunk directory in the local copy.  If the build is successful, the runnable jar for the application will be created in trunk/monitoring-app/target and can be executed using the standard java command.
