Comment: Migration of unmigrated content due to installation of a new plugin

Reason for change

Fix problems identified during OpsSim2 and improvements to the Alarms handling code (data and visualization).
Add a simplified query to fetch all the data for a given variable.

Test Procedure

The version is on the dev server. The changes to the query have been tested in the last few days. The changes to the Alarms are minor.

Rollback procedure

Version 0.1.9 can be easily put back in place.
