IntroductionIntroduction
This page provides information on ping response times measured every 30 minutes from the SLAC National Lab (40 miles south of San Francisco in California, US) to over 25 sites in Ukraine around the time of the Russo Ukraine war starting in February 2022. We were unable to ping the ONU site by name starting 03:00 Nov 16, 2022 GMT. In addition the web site http://onu.edu.ua/en/ was not accessible. However the IP address 91.208.138.242 did respond to ping with an RTT of 197ms, but not to http on 11/18/2022. Also following this date nslookup nslookup was unable to find a name for 91.208.138.242.
Looking at https://www.unesco.org/en/ukraine-war/damages-and-victims#educational-institutions we note that as of 11/18/2022: "Damage to Ukraine learning Institutions damaged by bombing and shelling amounted to 2739 suffering with 2406 damaged and 333 destroyed."n institutions in Ukraine

The marked change in behavior starting around 11/7/2022 (in particular an increase from 168ms to 192ms or a 24ms increase in minumum RTT intermittently starting around 8/24/2022, solidifying around 9/5/2022 and extending to 11/9/2022) maybe related to a change in the location of the host responding to the address 88.212.208.67.

On Mar 2, 2022 Kherson was surrendered to the Russians. On Mar 23, 2022, Ukraine launched a counterattack counter attack(https://en.wikipedia.org/wiki/Battle_of_Kherson).
There was no ping response from to pings from SLAC to www.ksaukntu.khersonnet.ua between between 16:30 Apr May 30 and 04:30 May 401:00 Jun 2, 2022 GMT. Then again Jun 13- Aug 25.

On November 10, 2022 the Russian defence minister Sergei Shoigu on Wednesday announced Russia would pull out its troops from the southern Ukrainian city of Kherson, the first and only regional capital to be captured by Russian forces since they invaded Ukraine in late February. By November 13, Ukraine now occupied Kherson and the west bank of the Dnipro river.
The suspiciously low RTT of just over 142 msecs may indicate the host has moved West out of Ukraine and is now closer to the US

According to Wikipedia "Sloviansk was one of the focal points in the early stages of the 2014 pro-Russian conflict in Ukraine as it was the first city to be seized by Russia-backed military troops.[7][8] It was retaken by Ukrainian forces in July 2014...On 4 July 2022, The Guardian reported that, after the fall of the Luhansk oblast, Russian invasion troops would continue their invasion into the adjacent Donetsk oblast to attack the cities of Sloviansk and Bakhmut. This relieved the pressure on Sloviansk with the fall of Lyman to Ukrainian forces on October 1st 2022."
PingER was unable to access http://www.museum.slavyansk.online at 7:50am 10/4/2022 US California time, the name did not resolve an IPv4 address, the IPv4 address continued to respond to pings. This host was identified as the Slavic Local History Museum at 3 Yunykh Kommunarov street, Slavyansk, Donetsk, Ukraine. It had the IP address 88.212.208.67. The IP name was now associated with 88.212.208.67 was 67-208-212-88.host.exepto.ru. The web site now responding to http://88.212.208.67/ and the web page from webnames.ru appeared as the link not available.
Webnames.ru appears to be a Russian site offering "Linux-based shared plans with a control panel in Russian. It provides beginner-friendly tools, discounts on longer subscription." The Round Trip Time (RTT) before and after 10/4/2022 do not appear to have changed.

There was an interruption in ping responses from SLAC to Sumy National Agrarian University (www.snau.edu.us address 5.9.136.198) following November 11 07:00 until Nov 14 02:00 GMT. Also starting around November 1st 2022 there was quite a dramatic increase in ping response losses. Then starting Nov between 21:30 and 21:59 there was a drop in minimum ping response times to 160 ms from 179ms as well as almost no ping losses persisting at least until January 4, 20023.
Mariupol
The last ping response PingER was able to get from en.mdu.in.ua was from just before midnight May 20, 2022. This corresponds to the fall of Mariupol (https://en.wikipedia.org/wiki/Siege_of_Mariupol) to Russian forces.
