Priority tier descriptions:
- The LAT must be powered on, off, and put in a state where science data can be taken before anything else.
- Detector Hw performance is of the next highest priority.
- Understanding the timing and interaction of the entire instrument is a high priority.
- These are higher risk (in my mind) hardware verification tests.
- Medium risk hardware verification tests.
- Low risk hardware verification tests.
- Hardware/Software interface tests.
- LAT Level demonstrations.
- Pre-ship tests (after Phase 2).
