In general, this error message is a sign that the back pressure mechanism is not working correctly and buffers are being overwritten.  We have also seen it when the buffer size allocated in tdetsim.service is smaller than the event data coming in the fiber.  L0Delay being set too small is one another possible cause, but other firmware "high water mark" buffer parameters listed in the next section can be another.  See TriggerDelays for a discussion of L0Delay.
