Slavyansk or Sloviansk

The marked change in behavior starting around 11/7/2022 (in particular an increase from 168ms to 192ms or a 24ms increase in minumum RTT intermittently starting around 8/24/2022, solidifying around  9/5/2022 and extending to 11/9/2022) maybe related to a change in the location of the host responding to the address 88.212.208.67.
