In one case Matt looked and found that the TimingRx counters were all stuck.  He also noticed that the TimingPhyMonitor.RxRstStatus was reading 1, so the reset on the timing receiver was not clearing.  He was able to get it to clear by enabling miniTpg mode (and then disabling to get back to normal operation).  In the past, this was instead solved by switching to LCLS-I timing and then back to LCLS-II
