This TxOpCodeCount under Hsio→PgpMon[0] seems to only increase with L1Accepts.  We are getting far fewer of these than the L1Accept rate says we should.  Suggests we're dropping camera frames?

Possible breakthrough:  if I power cycle the camera and run without reconfiguring then L1Accepts show up in pgpreader at the correct rate.  Feels like our configuration is breaking the camera?
