I also looked at the fastest speed test results and again compared with Pinger Normalized Derived Throughput. Since the speedtest results are  maxima (i.e. a single measurement) there is likely to be more spread, however maybe the maxima represent institutes / companies / universities rather than residential results.  The results are shown below. The correlation is weaker. African countries (in Magenta) as expected perform poorly.

It appears that ZDnet's Australia's speedtest may be related to There is another Sppedtest site at  www.speedtest.com.  net.  It is the The Ookla speed test engine that is used by hundreds of companies worldwide together doing well over 15 Million tests per month. It is not related to the Australia Speedtest site. This has a more comprehensive Q&A and , it allows one to select the server location and the data sent is incompressible. It uses MaxMind's GeoIP databases which are usually very accurate though we have observed errors in it and so are developing a complementary ping RTT triangulation measurement tool called TULIP. Howefver, it only appears to display the top 10 countries so a correlation with PingER data or with other bandwidth measures is not very useful.
