The Commons package doesn't depend on anything any other package in L1Proc and isn't cross-compiled against anythingany other package in L1Proc, so in principle it can be updated without installing a new L1Proc. Getting a full L1Proc built, installed and tested is a process that takes several days, and this time we would like to try and upgrade this package only. The xml and L1 builds will not be updated. This L1Proc will be tagged as L1Proc-04-03-01, which technically means it will be a patch.
