We are moving mergeSvacChunks and all the tracker-related monitoring to the cleanupCompleteRun subtask.
This has 2 advantages:
- we will be able to merge the recon file in case of failures in tkr monitoring

- (which is typical for Nadir runs)
- L1Proc will go a bit faster (because we will run mergeSvacChunks and the tkr monitoring just once per run, instead of once per rdl)

Test Procedure
We have processed LPA runs in the DEV pipeline with this version of L1Proc.
