Notes:
- the RCE had 6 MGTs enabled (4 for the slices, 2 for backplane ethernet,
  1 for RTM ethernet)
- the RCE board had the RTM attached with 6 loaded fiber transceivers
- the "lower" RCE had 4 full slices of flash memory.  the "upper"
  RCE had none.
- all the slices that were activated were in the lower RCE
- the upper RCE FX60 was unprogrammed except for the last test

This seems to imply ~1.4W per FX20, and ~16W per RCE (note that
this includes extra i-squared-r losses across things like linear voltage
regulators as more current is drawn ... not all of the power is
is dissipated in the RCE).

Measurements done by cpo by erasing/programming platform
flash proms (feb. 26, 2008).
