First set up CVS access on windows as described in ~tonyj:Using Glast CVS on Windows. Now set up CVS access in Netbeans in the normal way, but on the CVS setup dialog choose "Use command-line CVS client" and under "Remote Shell" enter the full path to TortoisePlink.exe in the TortoiseCVS directory (C:\Program Files\TortoiseCVS).
